Our new Open Access Policy <https://wikimediafoundation.org/wiki/Open_access_policy>[1] will ensure that all research the Wikimedia Foundation supports through grants, equipment, or research collaboration is made widely accessible and reusable. Research, data, and code developed through these collaborations will be made available in open access venues and under a free license <http://freedomdefined.org/>[2] in keeping with the Wikimedia Foundation’s mission to support free knowledge. You can read more about this effort in today's blog post <https://blog.wikimedia.org/2015/03/18/wikimedia-open-access-policy/>[3]. Fwd: [Open-access] Elsevier caught selling articles that should have been open access

Scusate il cross-posting, ma questa conversazione secondo me è da seguire: Elsevier *vende* anche articoli in Open Access. Aubrey Forwarded conversation Subject: [Open-access] Elsevier caught selling articles that should have been open access ------------------------ From: *Ross Mounce* <ross.mounce(a)gmail.com> Date: Mon, Mar 9, 2015 at 2:57 PM To: "open-access(a)lists.okfn.org" <open-access(a)lists.okfn.org>, open-science <open-science(a)lists.okfn.org> In case you didn't see this over the weekend: https://thewinnower.com/papers/elsevier-illegally-sold-me-a-creative-common… Elsevier have been selling articles (for $31.50 + tax) that authors & research funders have *paid* Elsevier to make open access. This is far from the first time. Last year there was widespread coverage of the 'bumps on road to open access' as they euphemistically called it. http://www.timeshighereducation.co.uk/news/elsevier-bumps-on-road-to-open-a… How many times will the academic community let them get away with these 'mistakes'? If you know of any other articles that should definitely be freely available, but instead are being sold behind a paywall by a careless, carefree publisher - do let me know. We need to connect the dots on this issue. I fear it is more widespread than we know. We are now witnessing quadruple-dipping : 1. Author of an article pays Wiley 3 000 USD OA publication charges 2. Libraries pay Wiley hefty subscription fee (journal is hybrid OA) 3. Elsevier pays Wiley commercial distribution rights 4. Ross Mounce pays Wiley 31,50 USD (plus tax) access fee Sadly, all this seems entirely legal. Authors choosing Wiley OnlineOpen option keep their copyright but grant Wiley a license allowing it to exercise the NC (non-commercial) condition of the CC-license. It’s this other license that allows Wiley to sell Elsevier the distribution rights. Note that for an article published with CC BY, there would still be triple-dipping (step 3 wouldn’t be necessary). But what is more troubling here is that when one envisioned or mentioned such a scenario (a commercial entity selling a CC-licensed paper while hiding its free availability), it was usually with shady, predatory publishers in mind. What will we call those giants (Elsevier, Wiley) now? So even more reasons (as if there weren’t enough) to avoid hybrid OA (and Elsevier, of course, but this has become commonplace).
