Statistics Sweden Adopts CC0 License for Open Data
SCB ändrar licens på sina öppna data till CC0.
*Statistics Sweden, the national Swedish agency for statistics, changed
the,**license for their open data*
<https://www.scb.se/vara-tjanster/oppna-data/>*to**CC0*
<https://creativecommons.org/publicdomain/zero/1.0/deed.sv>*on July 1.
The decision, which was taken on May 25, makes it much easier to reuse
statistics from the agency. Among other things, it will be possible to
upload it to **Wikidata*
<https://www.wikidata.org/wiki/Wikidata:Main_Page>*. Hopefully, this can
inspire more agencies in Sweden to make the same decision, as well as
agencies for statistics in other countries.*
More and more agencies in Sweden adopt CC0 as a license for their open
data. The Swedish government has taken measures
<https://www.regeringen.se/pressmeddelanden/2019/05/regeringen-kraftsamlar-k…>
to increase the capability of Swedish government agencies to make open
data accessible. The fact that an agency as central as Statistics Sweden
makes it easier for others to reuse their data is important, in this
context.
The difference between their previous license, CC BY, and CC0, is that
attribution is required for the former, but not for the latter. In
Wikidata <https://www.wikidata.org/wiki/Wikidata:Main_Page>, the
structured, linked database run by the Wikimedia movement, sources are
always attributed for larger uploads. Wikidata requires
<https://www.wikidata.org/wiki/Wikidata:Licensing>, however, CC0, in
order to make it easier for others to come up with creative solutions by
using the information in Wikidata.
We hope to see an increase in the reuse of Statistic Sweden’s
statistics, by changing to CC0. I’m thinking specifically of such
statistics and geodata that can easily be connected with other open
data. We have, to give an example, invested a lot of time and effort
in making statistics over smaller areas in municipalities freely
available, as well as the digital divisions of areas that are needed
to visualize the statistics together with maps. We also know that
economic business indicators, and other statistics that are
frequently updated – such as the number of deaths per week during
the Covid pandemic – can be interesting to use.
Marie Haldorson, head of department for the management team at
Statistics Sweden
Statistics Sweden holds massive amounts of qualitative and highly
interesting data. Due to that, Wikimedia Sverige has wished for a long
time for a changed license, something which agencies such as the Swedish
Environmental Protection Agency and the Swedish Meteorological and
Hydrological Institute have already done. We are very excited to see
that they are finally changing the license, and are looking forward to
working with their data on the Wikimedia platforms.
We have discussed licenses with Statistics Sweden for several years.
We are very happy that they have now changed their license, to make
it as easy as possible to reuse their data! We look forward to
working with them, to include the very highly qualitative and
interesting information from Statistics Sweden on the different
Wikimedia platforms, in order to give everyone access to correct and
updated information.
John Andersson, Executive Director at Wikimedia Sverige.
We hope, of course, that this decision will make other agencies, which
have so far not done so, change their license too. The Swedish
government and parliament have stressed, on several occasions, the
importance of open data, and the Agency for Digital Government has
recommended
<https://www.digg.se/utveckling-av-digital-forvaltning/oppna-och-delade-data…>
the use of CC0. When a central agency such as Statistics Sweden takes
this important decision, it will hopefully pave the way for others to do
the same.
In addition to this, there are not many statistical agencies worldwide
that use CC0. We hope that this decision can also inspire other
countries to take this step.

Gentilissimi,
piattaforma moodle:
https://moodle.wikimedia.it/mod/bigbluebuttonbn/view.php?id=292.
Attendo un vostro riscontro in merito e per qualsiasi altra
informazione, resto a vostra disposizione.
Saluti e a presto,

(Please forgive the crossposting.)
Best regards,
Federico
== Engineer position in the Valda team ==
Valda is hiring an engineer to work on the [https://dissem.in/ Dissemin]
platfom for a two-year position at [https://www.ens.psl.eu/ École
normale supérieure]. Dissemin is a tool to detect research articles
behind paywalls and to help their authors upload them in an open
repository. Dissemin is an [https://gitlab.com/dissemin/dissemin
open-source project] with various contributors, organized as a
[https://association.dissem.in/index.html.en non-profit].
=== Profile of the candidate ===
The applicant should be familiar with or ready to learn the following
technologies:
* the Python programming language;
* the Django Web application framework;
* the PostgreSQL database management system;
* RESTful Web APIs;
* processing of large datasets.
The applicant should be familiar with an open-source development
workflow (basics of Git, merge requests, proficiency in technical
English) and willing and interested to work in an academic environment
on a project related to academic publishing. The candidate should be
able to work autonomously, in interaction with a remote team of developers.
The applicant should hold a Master or engineering diploma in a field
related to computer science or computer engineering. Candidates holding
a PhD on a relevant topic are also welcome, with the experience of the
PhD recognized and useful for the project.
The applicant need not be French-speaking.
=== Tasks ===
The role of the engineer will be to turn Dissemin from a
proof-of-concept work into a production-ready tool, in particular to be
used by French researchers to help them deposit their works on
open-access platforms, as required by their employers or funders. Some
specific tasks include:
* day-to-day management of the Dissemin platform and bug fixing;
* integration of [https://www.crossref.org/ Crossref] and
[https://www.base-search.net/ BASE] data, in connection with
[https://hal.archives-ouvertes.fr/ HAL];
* optimization of the data ingestion from [https://www.crossref.org/
Crossref] and [https://www.base-search.net/ BASE];
* possible migration of the platform to a different hosting and
architecture;
* interaction with the Valda research team on subjects related to the
analysis of the scientific corpus (e.g., possible co-supervision of
Master's students).
=== Work conditions ===
The engineer will be hosted at École normale supérieure in the 5th
district of Paris and employed by ENS on a one-year contract renewable
once, for a total planned duration of two years.
For a full-time position, the work week is 37.5 hours (flexible hours),
with 49 vacation days yearly; part-time positions can be discussed. The
engineer will work under the supervision of the head of the Valda team,
[https://pierre.senellart.com/ Pierre Senellart]. The salary will follow
the ENS salary scale for technical employees (typically 26 to 36 k€
gross yearly salary depending on experience and degree).
The position is expected to start at the earliest in June 2021 and at
the latest in January 2022.
=== Work environment ===
The work will be conducted within a dynamic research team, also in
interaction with the [https://prairie-institute.fr/ PRAIRIE institute]
for artificial intelligence research in Paris. The engineer will be
encouraged to participate in the life of the team (research seminars,
discussions with PhD candidates and researchers, etc.). This position
can also serve as a gateway for applicants considering a PhD thesis in
related areas. All development will be open-source. Contributing to
third-party open-source projects useful to Dissemin is also encouraged.
=== Diversity ===
ENS is an equal-opportunity employer, with ENS and Dissemin committed to
diversity and professional equality in terms of gender, handicap, and
origin. For this reason, applicants need not mention any personal
information (such as age, family situation, photo) on their application.
=== How to apply? ===
Candidates can submit their application (CV, motivation letter,
references, link to past projects) as a single PDF document to
hiring(a)dissem.in . Applications will be evaluated on a rolling basis.
Early applications are recommended.
=== Acknowledgment ===
This project is funded with support from the French National Fund for
Open Science.
